1. They have to wait 7 days after leaving ZR before joining another clan.
2. ...

I'd cancel that app if I were you. Once a spot frees up you'd have to wait 7 days after leaving Zero Requiem before being allowed to apply to MC.

Also, the CM is in pretty deep shit with kenpo (or me, depending) right now.
